Toolkitco.exe Application Error message - what is this?

Windows 10, latest update. In the last few days when I start my Dell desktop PC a dialogue box appears as in the attached screenshot: ToolkitCo.exe - Application Error: The application was unable to start correctly (0xc0000142). Click OK to close the application. I click OK and it disappears. How do I stop this appearing?
