window 10 is stuck on configure basic settings after format

So I formatted and now it won't go past this screen.I've tried hard reset, chkdsk commands nothing was wrong, I've unplugged the boot flash drive, same thing.I don't know what to do because what happens is I can select what settings I want but when I choose next it loads the settings but after after 3 seconds restart the computer and starts the configurator over again....
