The old hp in question has an AS# 656846-002 mobo in it with a 2nd gen intel gpu, we bought the pc ages ago with a gtx 450 in it. I bought a 1660 super and a 550 watt psu to upgrade it.
When I intalled the new parts it came to the boot screen an hung there, eventually giving me a beep followed by 3 fast beeps, all short beeps though. Google the first time said memory so i checked the ram were still seated correctly. Eventually double checked google and this time it said gpu or psu. (thanks a.i.) but that's what I thought the issue was anyway so that didn't really help much.
I tested the psu and gpu in my own pc both together and separately and everything worked fine so the parts are good.
I tried my 1660ti in the hp and the first boot it went straight to loading windows but froze, a restart put me back to the boot page and beeps.
I had also read that old gpu firmare could cause issues so I uninstalled the gtx 450 firmware (391.xx was the newest it supported but we're at...
