System Idle Procceses Using 98 Percent even with no apps open?

I am not very well with computers But I believe my Computer has been infected. Some signs of being infected are: Showing 99 percent when I open Task manager and then It almost instantly goes back to normal CPU levels with system interrupt. I then later installed "system internals" which showed 98 percent constantly when I am using it and the program which is using that CPU levels is System Idle Processes. I can not suspend or kill processes using System internals and also I cannot Restart...
