Steam streaming

Been having low quality issues when streaming between 2 devices (wired connection on both ends). Just upgraded my router, switches and NICs from 1gbps to 2.5gbps but nothing has changed. I have opened up task manager and the streaming client is only using 10mbps out of 2.5gbps! How can i utilise more bandwidth?
