my pc is lagging on games constantly. i need help

My pc is lagging and stuttering on games like back 4 blood and rainbow six siege. I have tried everything from factory resetting my pc and changing the graphics settings to lower presets. This is really pissing me off because i spent a lot of money on my pc and it is so confusing that it is not running well.
my specs are
15 14600k
32gb of ram 16 gb gskill 3000 mhz, corsair vengence 16gb 3200mhz
gtx 4070
gigabyte b760
