How to open old Windows Help (.hlp) files ?

Hello, I recently purchased an old Epic game called Space Empires III. In the UI it has menu options to open help for the game but I get an error message when I try to open them. I did a little research and found that the game uses the WinHelp (xx.hlp) format and the WinHelp feature was never added to Windows 10.

How can I open these files so I can read the game's instructions?
