How do I change location for Microsoft store apps? Previous answers have not helped

I have put the drive that I want the files to be downloaded in the "change where new files are downloaded", it has done nothing. All of the apps I download from Microsoft store are still being downloaded in my C: drive even though settings says "New apps will save to D:". I don't get it, it makes no sense.
