How do hardware bans work

Ok so I got a view question regarding hardware bans. If you bought a part that was hardware banned would you get banned also? If you sold a part and the person that bought it cheated and got banned would you get banned? Do these two scenarios answer change if instead of a part it’s the whole pc, like if you bought a hardware ban pc would you get banned, and if you sold yours and the new owner cheated then would you get banned?
