Bluetooth not connecting after clean Win 11 install

I have a Peladn Wi-6 N100 MiniPC and it was running just fine before I clean installed the latest US Win 11 from a USB key.
I have only had the box for two months but I was concerned about any possible spyware and also got spooked by the Chinese Windows install which gave some system messages in Chinese rather than English.
So I made a USB install dish from the Microsoft site and installed from scratch.
Now, when I try to install my blutooth mouse and keyboard, the OS gives me a message "Please try connecting your device again".
I have deleted and reinstalled the bluetooth driver, I have turned of and on the bluetooth service and obviously toggled the bluetooth radio off and on. Nothing works. I now have to keep a wired keyboard and mouse connected to the little thing.
Any ideas?
